Emma Heath, Chief Executive Officer
Emma joined Hampshire Care Association in September 2024 and leads HCA’s work to represent, support and connect adult social care providers across Hampshire, Southampton and Portsmouth.
She began her career as a Healthcare Support Worker in learning disability and mental health services and that frontline experience continues to shape her approach to leadership and advocacy for care providers.
Emma has since built a career across adult and children’s health and care services, specialising in advocacy, stakeholder engagement, marketing and communications, with a focus on strengthening provider voice and building effective partnerships.
She is also a Board Member of the South East Social Care Alliance (SESCA), helping connect Hampshire providers to wider regional and national networks and influence.
Emma is passionate about staying connected to frontline services and is always keen to visit members’ services in person to hear directly from providers about their opportunities and challenges. If you would like to arrange a visit, please get in touch.
Victoria Baron, Office and Project Manager
Victoria is Hampshire Care Association's (HCA's) Office and Project Manager, with experience across the NHS, Ministry of Defence, and Department for Work and Pensions. She began her healthcare career in 2007 as a Paramedic, giving her a broad understanding of healthcare systems, social care, and governance.
At HCA, she oversees office operations, policies, and health and safety, and leads the Data Security and Protection Toolkit (DSPT) programme. As South East Regional Coordinator for DSPT, she supports providers across Hampshire and the Isle of Wight through training, guidance, and digital transformation initiatives.
Outside of work, Victoria enjoys time with her young daughter, family and friends, along with dog walks, live music and crafts.
Katie Noice, Membership Manager
Katie is HCA's Membership Manager, joining the team in 2026 after several years at a national trade association and bringing genuine care for supporting members. She's committed to making sure every member feels connected, supported, and truly valued.
Outside of work, Katie has a young family and volunteers on her children’s school charity. She also studies British Sign Language, a project close to her heart, reflecting her wider commitment to inclusion.
Erin Perry, Events Manager
Erin joined Hampshire Care Association in June 2025 and brings a creative and people-focused approach to communications, events and member engagement. With a background in the Royal Navy and continuing service as a Royal Navy Reservist, she has extensive experience in leadership, organisation and delivering high-quality projects and events.
Erin is passionate about building strong relationships, creating engaging communications and helping bring ideas to life through design and collaboration.
Tessa Taylor, Finance Lead
Tessa is our Finance Lead, bringing her expertise as an accountant to support the organisation’s financial management. Tessa oversees HCA’s finances, including budgeting, management accounts, and reserves, ensuring the Association remains in a strong financial position to deliver for its members.
Her career has spanned both Practice and Industry, beginning as an auditor in an accountancy practice before moving into senior finance roles, including Head of External Reporting. This breadth of experience means she combines a strong technical foundation with practical insight into how finance supports strategy and delivery.
Tessa is passionate about making finance accessible and meaningful, ensuring leaders have the clarity they need to make informed decisions.
Olivia Whitaker, Marketing Support
Olivia provides Marketing Support at Hampshire Care Association working with our patrons on their marketing and supporting member communications. She brings with her a wealth of expertise across health and social care across marketing, communications, business development and corporate governance.
Olivia is passionate about raising the profile of providers, supporting members, and amplifying the sector’s voice.
Holly Windsor-Newton, Project Support Officer
Holly works across several projects with a key focus on relationship-building. As the main point of contact for our Patrons, Holly ensures strong, ongoing relationships with the companies who support HCA. Alongside this, she supports care providers across the county, helping them to submit their Date Security Protection Toolkit (DSPT), an online self-assessment tool used by organisations that handle NHS data.

Amanda Bessey, Trusted Assessor
Amanda Bessey is our Trusted Assessor based at Portsmouth QA Hospital. Amanda is a qualified nurse who has over 30 years of experience working in health and care, including managing a care home. Amanda is here to support home managers, offering free pre-assessments to homes in South East Hampshire, Fareham, Gosport and the Portsmouth area.

Georgia Vigneron, Care Sector Assurance Lead
Georgia is Hampshire Care Association's Care Sector Assurance Lead, delivering free Digital Health Checks to adult social care providers across Hampshire, Southampton, Portsmouth and the Isle of Wight. Working on a contractor basis, Georgia delivers this support through the Better Security, Better Care programme.
The International Recruitment Project Team
Robin Hall, International Recruitment Hub Lead
Robin served on the HCA Board for 7 years while she was the Bursar at the Home of Comfort Nursing Home in Southsea. Since leaving that provider, she has worked on HCA projects including supporting providers with mandatory vaccination, and she now leads our work with SESCA in the SE ASC International Recruitment project.
Outside work, she leads a ladies acapella choir.
Paul Millington, International Recruitment Governance Lead
Paul is an aerospace engineer who left the defence industry two years ago and radically changed career into social care. He has a special interest in the introduction of technology and communications in the care sector to replace pen and paper working. He now works both for HCA and SESCA on the International Recruitment project. Outside work, he spends time doing technical and back-stage work in amateur dramatics.
Bariah Anjum – International Recruitment, Provider Liaison Officer
With a background in Neuroscience and a strong interest in dementia care, Bariah has spent the past nine years in management roles across various care providers. She now works at the Hampshire Hub as the Provider Liaison Officer, contributing to the South East ASC International Recruitment Project. Outside of work, Bariah is a busy mum to two toddlers and enjoys exploring new cafés and restaurants in her rare downtime.
Nicki Rogers, International Recruitment, Provider Assurance Officer
Nicki has been a nurse for over 40 years, working in many different areas, but enjoyed her work in the community the most. She worked in the Quality Team in the ICB, supporting care homes with raising the quality of care across all homes using tools such as ReSTORE 2. Nicki enjoys handicrafts such as quilting, crochet and handsewing in her spare time, and is always up for trying her hand at baking.

Michael Crutchley
Chair of Hampshire Care Association
Michael Crutchley is Chair of Hampshire Care Association and Chief Executive of The Brendoncare Foundation, with a particular interest in bringing local providers together to foster innovation, improve care quality and support the long-term sustainability of the social care sector.
Lesley Packham
Vice Chair of Hampshire Care Association
Lesley started her career as a nurse, and two years later completed her midwifery training. Her work within the NHS involved working in and with a diverse range of settings. Driven by a passion for person-centered care and a vision of high quality home care, she founded an independent agency in the 1980s. After that organisation was acquired by a large chain she was a key part of the senior management team.
In 2012, Lesley and her daughter launched Crown Home Care, where she is the Registered Manager and Responsible Individual. The company offers domiciliary and live-in care, enabling clients to remain in their own homes. Lesley enjoys inspiring the team with her experience, passion and commitment.
Clare Norris
Treasurer of Hampshire Care Association
As a trained accountant, Clare came into the Care sector in (check with Clare). She is Managing Director of the Contemplation Group which operates residential, nursing, LD and at home care services across Hampshire.
Clare served on the boards of both HDCP and HCA until the two organisations merged and is currently HCA’s Treasurer.
Maria Parsley
Secretary of Hampshire Care Association
As someone whose parents owned and operated an independent care home, Maria has hands-on experience of all aspects of care delivery. Her ethos of continuous improvement combined with compassion is a legacy of working in the home at the start of her career.
She is now a director and the Nominated Individual of Caring Hands, a domiciliary agency operating in South Hampshire.
Maria has served on the board of HDCP (Hampshire Domiciliary Care Providers) between 2011 and 2018, when HDCP and HCA merged, and on our board since. She has led local provider initiatives in the Fareham and Gosport area, and consistently fought for fair rates to support the delivery of safe care.
Selina Chandran
Executive Committee Member
Selina brings a unique combination of clinical, academic, and strategic expertise, having worked across public health, integrated care systems, and NHS specialised commissioning. She is particularly experienced in dementia services and adult social care transformation.
Daniel Langridge
Executive Committee Member
Daniel has over 18 years of experience in social care and leads on sales and strategic partnerships. For more than a decade, he has held leadership roles within one of the most established Bluebird Care operations in the UK, supporting services across much of Hampshire.
He’s driven by a genuine passion for growing high-quality care services that make a difference to people’s lives.
With extensive experience in care logistics, management, and operations, he focuses on ensuring that care is delivered efficiently, responsively, and professionally. He also works closely with NHS teams, local authorities, and integrated care systems to support faster hospital discharges, build awareness of community care, and prevent unnecessary hospital admissions
Pooja Dhoot

I am a Registered Manager and care sector leader with over 13 years of experience across residential, nursing, dementia, and complex care services. Throughout my career, I have been passionate about improving quality, driving innovation, and ensuring that people receiving care experience dignity, respect, and outstanding support.
I currently work with Care UK, where I have held leadership roles like Registered Manager, Commissioning Manager and Regional Relief Manager, supporting multiple homes with governance, compliance, quality improvement, and operational performance.
I have successfully led services through significant improvement, including transforming underperforming homes and achieving strong regulatory outcomes.
Alongside my operational responsibilities, I am part of Care UK’s Future Regional Director Programme. I am particularly passionate about dementia care, workforce development, and creating positive cultures where residents, families, and colleagues can thrive.
As a member of the Hampshire Executive Board, I am committed to supporting the care sector, sharing best practice, and helping shape high-quality, person-centred services for the future.
Ricky Rossiter
Executive Committee Member
Ricky is a senior leader with over 20 years of experience across health and social care, currently serving as Group CEO of Social Care in Action (SCiA), supporting more than 280 customers across 14 sites in Hampshire.
He has wide experience of significant organisational transformation, delivering sustained financial turnaround, CQC 'Good' and 'Out standing' outcomes, and meaningful improvements in workforce culture and retention. He brings to HCA expertise in service transformation, governance, regulatory compliance, and commercial leadership, alongside a values-led approach shaped by lived experience of navigating lifelong care needs.
Ricky is committed to championing a compassionate, person-centred sector and supporting its sustainability and influence across the region. He credits his family and Lottie the cavapoochon with ensuring he doesn’t take himself too seriously.
Travis Musslewhite
Executive Committee Member
Travis Musselwhite is an Executive Leader in Health and Social Care with over 20 years’ experience leading multi-service portfolios across adult and children’s services.
For the last 10 years, Travis has served as Director of Care and Support Services at Minstead Trust, where he is also the CQC Nominated Individual and Group Lead for Safeguarding.
He has driven significant growth, service innovation and strengthened commissioning partnerships across Residential, Supported Living, and Community Services.
His previous roles include Registered Manager, Regional Operations Manager and Local Authority Safeguarding Consultant and Trainer. He is also a founding Trustee of Ocean Youth Trust South.
