Emma Heath, Chief Executive Officer

Emma Heath is our Chief Executive Officer; she joined Hampshire Care Association in September 2024. Emma has a degree in Psychology and started her career as a Healthcare Support Worker in learning disability and mental health services. Emma has since spent her time working in campaigning, advocacy, marketing and communications roles in adult and children's health and care services.

Victoria Baron, Office and Project Manager

Victoria is Hampshire Care Association's (HCA's) Office and Project Manager, with experience across the NHS, Ministry of Defence, and Department for Work and Pensions. She began her healthcare career in 2007 as a Paramedic, giving her a broad understanding of healthcare systems, social care, and governance.

At HCA, she oversees office operations, policies, and health and safety, and leads the Data Security and Protection Toolkit (DSPT) programme. As South East Regional Coordinator for DSPT, she supports providers across Hampshire and the Isle of Wight through training, guidance, and digital transformation initiatives.

Outside of work, Victoria enjoys time with her young daughter, family and friends, along with dog walks, live music and crafts.

Katie Noice, Membership Manager

Katie joined HCA as Membership Manager in early 2026, bringing experience from a national trade association and a real passion for supporting members. She enjoys building strong relationships and helping members make the most of everything HCA offers. Katie strives to ensure that members feel connected, supported, and valued through a friendly, collaborative approach.  

Outside of work, Katie has a young family and volunteers as co-chair of her children’s school charity. She is also studying for Level 2 in British Sign Language, combining her love of learning with her commitment to inclusion and community engagement.

Erin Perry, Events Manager

Erin joined Hampshire Care Association in June 2025 and brings a creative and people-focused approach to communications, events and member engagement. With a background in the Royal Navy and continuing service as a Royal Navy Reservist, she has extensive experience in leadership, organisation and delivering high-quality projects and events. 

Erin is passionate about building strong relationships, creating engaging communications and helping bring ideas to life through design and collaboration.

Tessa Taylor, Finance Lead

Tessa is our Finance Lead, bringing her expertise as an accountant to support the organisation’s financial management. Tessa oversees HCA’s finances, including budgeting, management accounts, and reserves, ensuring the Association remains in a strong financial position to deliver for its members.

Her career has spanned both Practice and Industry, beginning as an auditor in an accountancy practice before moving into senior finance roles, including Head of External Reporting. This breadth of experience means she combines a strong technical foundation with practical insight into how finance supports strategy and delivery.

Tessa is passionate about making finance accessible and meaningful, ensuring leaders have the clarity they need to make informed decisions. 

Olivia Whitaker, Marketing Support

Olivia provides Marketing Support at Hampshire Care Association working with our patrons on their marketing and supporting member communications.  She brings with her a wealth of expertise across health and social care across marketing, communications, business development and corporate governance. 

Olivia is passionate about raising the profile of providers, supporting members, and amplifying the sector’s voice.

Holly Windsor-Newton, Project Support Officer 

Holly works across several projects with a key focus on relationship-building. As the main point of contact for our Patrons, Holly ensures strong, ongoing relationships with the companies who support HCA. Alongside this, she supports care providers across the county, helping them to submit their Date Security Protection Toolkit (DSPT), an online self-assessment tool used by organisations that handle NHS data.

Amanda Bessey, Trusted Assessor

Amanda Bessey is our Trusted Assessor based at Portsmouth QA Hospital. Amanda is a qualified nurse who has over 30 years of experience working in health and care, including managing a care home. Amanda is here to support home managers, offering free pre-assessments to homes in South East Hampshire, Fareham, Gosport and the Portsmouth area.

Georgia Vigneron, Care Sector Assurance Lead

Georgia is Hampshire Care Association's Care Sector Assurance Lead, delivering free Digital Health Checks to adult social care providers across Hampshire, Southampton, Portsmouth and the Isle of Wight. Working on a contractor basis, Georgia delivers this support through the Better Security, Better Care programme.

The International Recruitment Project Team

Robin Hall, International Recruitment Hub Lead

Robin served on the HCA Board for 7 years while she was the Bursar at the Home of Comfort Nursing Home in Southsea. Since leaving that provider, she has worked on HCA projects including supporting providers with mandatory vaccination, and she now leads our work with SESCA in the SE ASC International Recruitment project.

Outside work, she leads a ladies acapella choir.

Paul Millington, International Recruitment Governance Lead

Paul is an aerospace engineer who left the defence industry two years ago and radically changed career into social care. He has a special interest in the introduction of technology and communications in the care sector to replace pen and paper working. He now works both for HCA and SESCA on the International Recruitment project. Outside work, he spends time doing technical and back-stage work in amateur dramatics.

Bariah Anjum – International Recruitment, Provider Liaison Officer

With a background in Neuroscience and a strong interest in dementia care, Bariah has spent the past nine years in management roles across various care providers. She now works at the Hampshire Hub as the Provider Liaison Officer, contributing to the South East ASC International Recruitment Project. Outside of work, Bariah is a busy mum to two toddlers and enjoys exploring new cafés and restaurants in her rare downtime.

Nicki Rogers, International Recruitment, Provider Assurance Officer

Nicki has been a nurse for over 40 years, working in many different areas, but enjoyed her work in the community the most. She worked in the Quality Team in the ICB, supporting  care homes with raising the quality of care across all homes using tools such as ReSTORE 2. Nicki enjoys handicrafts such as quilting, crochet and handsewing in her spare time, and is always up for trying her hand at baking.
